Причем, как всегда это бывает при подготовке революционных подвижек, для внешнего наблюдателя все события происходят как бы на периферии главных событий и не обещают быстрых перемен. Однако действия решительно настроенных оппозиционеров выглядят достаточно системно и собирают под свои знамена все больше рядового народа, а также привлекают выразительные властные взгляды...

Впрочем, не будем делать опрометчивых прогнозов. Ограничимся документальной хроникой.

30 июня 2006 года Всеукраинская ассоциация «За европейские ценности в науке» (www.ukrnauka.org.ua) провела конференцию, на которой выступили ученые, желающие реальных перемен в НАНУ. У истоков этой организации стоят энергичные, весьма молодые исследователи, к тому же поработавшие за рубежом, вдохнувшие воздух свободы и непосредственно познакомившиеся с состоянием науки в передовых странах. Естественно, эти люди готовы к обсуждению проблем не только в кругу друзей за рюмкой чая, но и открыто -- в рамках организованной оппозиции. Ассоциация уже провела несколько заметных и хорошо продуманных акций. Ниже приводится точка зрения нескольких ученых, принимавших участие в конференции.

Ukraine scientists grow impatient for change

A 13-strong group of Ukrainian scientists, led by Boyarski, has suggested to the country's science ministry a detailed concept of domestic reform, including rigorous evaluation of all academy institutes, the creation of an international institute of advanced study in Kiev and of a number of centres of excellence supported by the EU.

"Things back home really need to improve substantially," says Alexej Verkhratsky, a Ukrainian-born neurophysiologist at the University of Manchester and a member of Boyarski's group. "If they don't, our best young people will soon have left for good. A considerable number of Ukrainian scientists working abroad (myself included) would come back if things were reorganized."

"We have the same potential, scientifically and politically, as Poland or Hungary to become a genuine part of Europe," adds Oleg Krishtal, deputy director of the academy's Bogomoletz institute of physiology in Kiev. "What we need is proper political stimulus. Clearly, the academy cannot repair itself as long as the old guard is keeping all the key positions."

Eastern European science needs sweeping changes

Your News story "Ukraine scientists grow impatient for change" (Nature 440, 132-133; 2006) touches on the situation and potential growth of scientific research in a single country, but the issues are relevant to all of the former Soviet bloc.

The facts are sobering. Although the average gross national product per capita in these countries is only a few times lower than in the rest of Europe, the average university ranking is an order of magnitude poorer: in the latest Academic Ranking of World Universities, only 4 of the top 123 European universities are from the former Soviet bloc. Pumping extra money into the system would make little difference. As a member of the Independent Academic Forum (http://www.nauka-edukacja.tubaza.pl) -- a group of Polish scientists aiming to promote changes in higher education, leading to the US model -- I believe the only real hope lies in creating a new generation of dynamic scientists to set the pace for academic life, which means supporting the best of the best. But much of the old guard, who attained their positions and influence under the old regime, are not up to the scientific challenges of today and resist any real change.

I believe that what we need is transparency and competitiveness: transparent records of achievements, including full publication lists, and fair and open competition for academic positions. An academic ombudsman would facilitate open discussion, and special grants for young scientists could also help. Major political and legislative decisions are called for. The Independent Academic Forum is doing its best to press for such changes.
