До тех пор, пока научное сообщество не осознает этого, до тех пор, пока не осознают этого научные элиты, до тех пор, пока не появятся борцы за идею единства науки, ученые будут получать низкие зарплаты и не вести полноценные научные исследования, а готовить молодежь для Америки или Объединенной Европы. Как говорил профессор Преображенский, «разруха в наших головах».

И пока мы не осознаем того, что научное сообщество должно объединенными усилиями и открыто формулировать свое понимание как перспектив развития государства, так и места науки в реализации этих перспектив, ничего путного не будет.

В нынешних условиях, мне кажется, особую силу в каждом ведомстве приобрели "тактики", а не "стратеги" ­ те, кто способен отвоевать лишний рубль для своего ведомства, а внутри ведомства ­ для своего института или своей наук. А людей, способных формулировать и отстаивать стратегию развития научного сообщества, не видно.

Полагаю, что настало время и в России действовать всем миром. Я имею в виду, что нужно и Госакадемиям, и госфондам, и другим самоуправляемым и действующим от имени правительства организациям совместно выработать и предложить на обсуждение Правительству свое видение того, чему должна служить наука и каковы пути участия науки в строительстве инновационной экономики России.

Оценочные методы. Принципиально важно, что к оценке привлекаются иностранцы. Тут говорили о российских выходцах из-за рубежа. Речь идет именно об иностранцах просто потому, что наука интернациональна и у иностранцев нет ни старых связей с Францией, ни своих каналов, и показатель будет достаточно объективный.

Japanese policy-makers, including officials at the science ministry, accept that  the country's science is isolated  as a result of its culture, geography and language. They also suspect that  Japanese science is underperforming as a result.

The new institutes, which will be selected in September by an international review panel, are expected to serve as 'globally visible' research centres and to attract top-level researchers from around the world. To prevent the centres from merely paying lip-service to these goals, the application stipulates that 30% of the roughly 200 researchers expected at each centre and 10-20% of the 10-20 principal investigators must be foreigners. Lack of progress towards these goals could lead to closure.

Today the National Science Board (NSB) approved a resolution authorizing the National Science Foundation (NSF) to fund the acquisition and deployment of the world's most powerful "leadership-class" supercomputer, proposed in response to NSF's "Track 1" supercomputing solicitation. This "petascale" system is expected to be able to make arithmetic calculations at a sustained rate in excess of a sizzling 1,000-trillion operations per second (a "petaflop" per second) to help investigators solve some of the world's most challenging science and engineering research problems.

In the first award, the University of Illinois at Urbana-Champaign (UIUC) will receive $208 million over 4.5 years to acquire and make available a petascale computer it calls "Blue Waters," which is 500times more powerful than today's typical supercomputers. The system is expected to go online in 2011.

The Center for Scientific Review has produced a video of a mock study section meeting to provide an inside look at how NIH grant applications are reviewed for scientific and technical merit. The video shows how outside experts assess applications and how review meetings are conducted to ensure fairness. The video also includes information on what applicants can do to improve the chances their applications will receive a positive review.

To make the video both authentic and authoritative, real reviewers volunteered to review real but altered and disguised applications. NIH staff members also volunteered to participate in this video, which was developed in collaboration with the NIH Office of Extramural Research.
